Op 1 juli 2016 trad de ‘Wet elektriciteit en drinkwater BES’ in werking. De wet schept een nieuw juridisch kader voor de productie en distributie van elektriciteit en drinkwater voor Caribisch Nederland: Bonaire, Sint Eustatius en Saba (de BES-eilanden). Het doel is duurzame, betrouwbare, en betaalbare voorzieningen van goede kwaliteit. Daartoe maakt de wetgever andere keuzes dan in Europees Nederland. Dit boek beschrijft de totstandkoming en achtergronden van de wet en de nieuwe taken en verantwoordelijkheden van producenten en distributeurs. Ook de bescherming van de consument en de bevordering van hernieuwbare elektriciteitsopwekking komen aan bod.
On July 1, 2016, the BES Power and Drinking Water Act was put on the Dutch statute book. The Act creates a new legal framework for the production and distribution of power and drinking water in the Caribbean Netherlands: Bonaire, Statia and Saba (the BES Islands). The objective of the new Act is to create a renewable, reliable and affordable high-quality public service. The Act makes a number of policy choices that differ from those made in the Netherlands in Europe. This book provides background information on the Act and sets out the new roles and responsibilities of producers and distributors. It also takes a closer look at consumer protection and the promotion of sustainable electricity.
